Federal judge Shira Scheindlin has ruled NYPD’s stop-and-frisk practices have been, as many have noted, discriminatory and unconstitutional, saying that they “violated the constitutional rights of tens of thousands of New Yorkers.” Yet, it won’t be banned outright.
