It is a fact of law that it is legal for both men and women to wander around any part of the State of New York without a top of any kind, provided they are not doing so for commercial gain. Yesterday the Village Voice reported (SFW) on a freedom loving lady minding her own business in the Bowery. Good for you freedom lady! Now get out there and support your freedom by foregoing any support. Comment.
